About the Texas Department of Public Safety
The Texas Department of Public Safety is a governmental department with the mandate to Protect and Serve Texas. They meet this mandate through their efforts to:
- Combat Terrorism and Crime

- Provide World-Class Services
The Texas Department of Public Safety consists of 15 divisions, including administration, criminal investigations, driver license division, emergency management, finance and others.
The Texas Department of Public Safety also manages Surcharges related to Texas State drivers.
The Texas State Driver Responsibility Program uses a system that enables the Texas Department of Public Safety (DPS) to levy surcharges to an individual based on traffic offenses that occurred on or after September 1, 2003. Individuals are notified through the mail when a surcharge is added to their driver record.
Surcharges are evaluated in two ways:
- On a Point System
- Conviction Based
When a driver gets different types of surcharges, a different charge and letter will be issued for each (point system and conviction-based).
